Dick "Chainsaw" Cheney will retire for "health reasons" after the mid-term elections. George will appoint Condoleeza Rice vice president, which will make her a dead lock for the Republican presidential nomination in '08.
Hilary will find a reason not to run.

Anything that causes Hillary to find a reason not to run is fine with me. A Hillary Clinton presidency would be a definite sign that the Kali Yuga is upon us, and that soon the poles will shift and Kalki will come forth, mounted on a white horse and wielding a gleaming sword, to cleanse all evil from the earth, thus ending the present kalpa. (It's all set out in the Vedas, folks!)

I doubt Condoleeza will get the Republican nomination, though, if only because she isn't a member of Skull and Bones. But then her nomination would allow the neocons to call their opponents racists/misogynists as well as traitors, and the neocons will do anything to increase their stock of invective...
