Simple, teach kids to stand up to bullies. Get rid of the ridiculous "zero tolerance" BS that punishes both the bully and the kid that smacks him. That's the ONLY way to make them go away. Tolerance will take care of itself.

No, but I think it's pretty stupid that a kid who has been bullied and finally fights back is punished the same way as the bully is. That tells the victims of bullying that they just have to take it, that "authority" views them no differently than the bully, and that's ridiculous.
It enforces passivity, and engenders the idea that people can't change their own situations, are not allowed to defend themselves, only "the authorties" can do it for them. Bullies have learned to bank on that, and it's utter crap.
