In the days when wars had beginnings and ends and usually involved protecting the country, I think suspending the Constitution may have been a slightly less foolhardy idea. But in the modern era, war never ends-- there is no victory or any set of criteria that having been met would spell out victory... so suspending the Constitution "for the duration" really means no longer living in anything recognizable as a democracy. From now on.
